A new working group is being set up in the Derry City and Strabane District Council to examine the number of Donegal-reg vehicles using local recycling facilities.
New figures have emerged showing that around 10% of waste dumped in Derry recycling centres last month came from cars registered across the border.
While recycling is free of charge in Derry, the public has to pay to recycle certain items at sites in Donegal.
12.5% of cars that visited the Pennyburn Recycling Centre in Derry between 25th May and the 22nd June were from the Republic.
A special meeting of the Derry City and Strabane District Council this week gave consideration to new measures to monitor vehicles using the recycling centres. Options included considering a charge for non-ratepayers to offset the cost of the service on the council. The council reported that additional staff may also be required to monitor access to recycling sites.
