Some of a long awaited report into sex abuse at a HSE-run facility in Stranorlar is expected to be published today.
The Brandon report outlines incidents of sexual assault by a resident in St Joseph’s hospital for adults with intellectual disabilities.
Up to 18 residents were identified by the National Independent Review Panel identified who it is believed were sexually assaulted during a 15-year period at Ard Greine.
The victims were abused by a man referred to in the report as Brandon, who is now deceased.
Three years ago, the National Independent Review Panel was asked to complete a review into serious incidents of concern, which took place at HSE-run disability services in Co Donegal between 2003 and 2016.
The review examined the management of this person who had a moderate intellectual disability, bipolar disorder and frontal lobe syndrome.
The report also looked at failings in the system and key learnings.
The 18 residents were sexually assaulted between 2003 and 2011, it is understood.
However, it is believed Brandon continued to engage in inappropriate behaviour until he was moved to a private nursing home in May 2016.
It is also believed Brandon was moved around various wards and that this happened nine times in the 15-year period of the review giving him access to other residents, many of whom became new victims.
It is expected that the executive summary will recommend the establishment of a strategic working group tasked with developing a new vision for disability services in line with national policy.
