Council launches new Turnkey Acquisition Process in bid to create more housing

Donegal County Council has launched a new turnkey acquisition process seeking proposals from developers to deliver turnkey social housing units to help meet the council’s social housing need. 

This is a county-wide process and proposals can be made for any town or village throughout the county, on lands suitable for housing purposes.  

A key objective of Donegal County Council is to provide high quality and sustainable social housing in areas of need throughout the county. The Council is seeking developers to make submissions for 1, 2, 3 and 4 bedroom housing units.

Proposals must contain a minimum of 5 units and can include:

  • Completed units, including potential regeneration projects.
  • Units under construction.
  • Units to be constructed on suitable sites.

Developers will be required to engage with an Architect Led Design Team and a Construction Contractor with the necessary skills and experience to design, deliver, and certify high quality social housing in order to make a valid submission.

This process has been advertised on eTenders (reference RFT 2461070), where all documentation and information can be obtained.  Submissions must be made in strict accordance with the requirements of the procurement documentation and the deadline for submission is 16.30 on Wednesday, 30th of September 2026. Any enquiries from interested parties should be sent via eTenders.

Donegal County Council is not obliged to accept any submission.  Any Contract entered into will be an Acquisition Contract. Any acquisition shall be subject to the terms of procurement process, planning permission, Department of Housing, Local Government & Heritage approval and contract.
