Planning permission is being sought for 20 new apartments in Letterkenny.
RI Scott Construction Ltd is proposing to construct the three-store building at Oldtown.
The proposed development will include shared roof terraces and a storm water discharge to the existing stream.
Council planners are due to make a decision on the application by the first week of August.
