Forecasters say more hot weather come be on the way as early as next Wednesday and there are already fears of a repeat of the chaos at some beaches last weekend.
Hundreds of cars packed on to Rossnowlagh, and tempers flared as all the motorists tried to leave at once.
And they left a mountain of rubbish behind them, which council staff had to clear on Monday.
Cllr Terence Slowey says something has to be done to prevent a repeat of the fiasco.
“We have a car ban at Narn and Portnoo beach and it works very well,” he said.
“I’ve heard so many complaints about Sunday in Rossnowlagh and I was struck by one parent who said one motorist was furious because a child ran out in front of him.
He said he would welcome any use of bye-laws which could close access to the beach for motorists.
“We need to do something about it,” said Cllr Slowey, left.
“We have the best beaches in the world here in Donegal and they must be protected so that people can use them without fear of being run over by a car.
“I saw the picture of the cars on the beach last Sunday and frankly it looked more like an airport car park.”
