Donegal County Council has issued a total of 10 fines to dog owners between 2019 and 2022.
The figures were released as dog-attack victims have urged the Government to introduce harsher penalties for irresponsible owners.
The figures show that between 2019 and 2022 Donegal County Council issued five fines for dog owners not having their dogs muzzled and another five for dog owners not having their pets on a lead.
Some councils including Roscommon and Tipperary issued no fines at all during that time.
Others issued a large number of fines including Louth County Council and Cork County Council.
Five local authorities have issued no fines at all since 2019 and 12 have issued 10 or fewer.
